My best guess is that it depends on your state law and your department policy. Only officers that I know have them in there personal vehilce wpork for D.P.S. agencies (fire, police and ems) and Detectives and U/C officers...
In Illinois, If you are a firefighter/Emt you can have blue flashing/oscillating/strobes in your vehicle when you are responding to a call. ( I wouldnt use them in chgo city limits cause CPD has all blue) other than that if its a city/village issued vehicle whatever they have should be ok. No cops have lights, on personal cars .....just show the 'button' if u get knocked down.
Cops here where I live can't do that. I sure as hell don't want anyone knowing what I drive. Just think if you pull over some nut who wants revenge. Then he sees you again, but isn't sure if it's you. But he sees you in your personal car, the same one you pulled him over in. And your girlfriend, mother, grandmother, child is in the car with you. Are you prepared to deal with that situation when you're off duty in you PERSONAL car that doesn't have a radio, a shotgun, an Emergency Call Button (ECB)? Plus, if you're doing traffic in your personal car when you're off duty, you should really think about getting a life. When I'M off duty, and I'm NOT driving my take home car, someone would have to be dying or getting their *** beat for me to stop. Unfortunately for me, being a sh1t magnet, it happens quite often.
I'm not prejudice, I hate everybody equally.
