    Nope can't do that in Cali either. If you put a sticker on the plate it is considered altering and you can get a ticket.

    Hmm..I rather paint the overall of my vehicle in orange color and even the antenna! And can I tint my window in orange? Might be against the law here in CA if I try to tint the windows in orange color. Hehe!

    You would be correct no color other than black is allowed on the windows in Cali.
