Can a guy get a passport if he has a felony arrest warrant issue for him ... the warrant is for a bad check ... myself or the police cannot find him and I have heard that he is planning on leaving the country.

I don't know how that system works, and I certainly wouldn't expect any advice from the folks here on how to remain at large. I would not be at all surprised if the police show up at the address he has the passport mailed to. It would be even more stupid to go in person. His best course of action is to turn himself in for the warrant and let the justice system have it's piece of him. Then he'll be free and clear to go anywhere you want.
