I would assume. It is probably more of someone calling in a roudy, loud, dangerous dog. Cops show up, and find out it is not licensed, they can then get the owner on that.

Most of the time when an owner of the dog gets caught w/o having a license for his dog is when the dog bites someone, or when the animal control officer picks the dog up for running at large. When the animal control officer finds out who the dog belongs to, they get a citation.
My dog has a license, but he can't reach the gas and brake at the same time, so I let him steer while I use the pedals. He drives up into yard though everytime he sees a cat. I hate that.

How would the police ever know whose dog the dog was? Unless oh course they came to get him from the pound. I think they just wanna make sure that all dogs are vacinated. You must show proof of that when you buy the license. I doubt it, but it could save a dogs life.
Where I live, we have to "register" the animal with the city and pay a fee to show it has been vacinated for rabies. Then, they give you a dog tag for the dog (Or other animal sucha s a cat) to wear around their necks too! I assume this would be perhaps the equivalent of "licensed" as this thread suggests concerning dogs?!? It's a city ordinance(sic) here. Course, rabies has been a big problem here in Texas for a very long time so a lot of municipalities really look at this issue hard. if you don't do it, you can be fined of course but I have never had the police check my dog for the tag before!

In NYC, a lot of people have thier dogs and walk them. They also tend not to clean-up after them. So we approach and question why they did not clean it up....they mave a decent excuse (ie- elderly person who really can't bend over). We then ask for the owners/walkers ID and the dogd registration and rabies tags. They are issued respectively by the city and vets and are to be placed on the dogs collar. Some attach them to thier leash handles. If they don't have them...they get summonsed for not cleanining up...not license and or non reg dog. They are actually criminal summonses so if some people just plead guilty and pay the fine...they now have a criminal record! It is outrageous for such but hey...it is NYC and sometimes we need these tools to do our job. The only time I have ever seen this enfocred i swhen teh dog goes and nobody cleans it up or a dog is running off its leash in a park and not in teh "doggie" park run.
we have tags, but I'm not really aware of the laws relating to them here, nor do I like animal control having 'law enforcement' type powers personally.

We have Animal Cops here in NYC. They are actually "armed peace officers" and only have powers of arrest and weapons when on duty. Most are retired cops. They are GREAT! Anytime we go to a job with a horse (yes people have them in teh city) or chickens or any other animal.....they willingly respond and bust their butt for us trying to get the animal restrained/caged and then off to a no-kill refuge or home the like. They also handle all allegations/investigations regarding animal abuse/mis-treatment. That frees up a lot of my day. They are true professionasl here. They make arrests and issue sumonses. I have never seen them go out and check for dog licenses unless there are circumstances causing harm to the animal or danger to the public. In NYC these guys and gasl are great! They even have thier own TV show on the animal planet.....a version of cops for animal cops.
We have dog officers who handle everything except barking complaints. If we suspect or find a license/rabies etc vio, we just call them and they do have arrest powers.
