PA law, butterfly knives, and the 3" "rule."

I’m an avid balisong twirler and I’ve become so addicted to these knives that any other knife, folders and fixed blades, are too boring to use. The problem is I couldn’t find a reasonably priced butterfly with a blade length of 3" or less. The main reason for this is a short bladed balisong with long handles isn’t balanced enough to twirl and a short blade with short handles is too small to spin around your fingers. So I looked for the specific laws on blade length and I couldn’t find it. I found this, which every balisong’er who lives in PA can probably recite by heart. I found this , which states "We did not find the "butterfly" knife to be a prohibited offensive weapon." and I found this, which states "Admin Note: Pennsylvania law does not mention a specific blade length in their law."

My questions are 1- Is the blade length law just a myth? A guideline? A general rule that PA residents simply assume?
2- Are balisongs legal to carry and use for general purpose like any other knife?
3- Does the type of blade (spear point, double edge, saw back, etc.) matter since the knife itself would clearly be a curio/collector’s piece?

I guess the easiest thing to do is run a scenario. You find one of these clipped to my pocket (note the 4 1/8" blade appears to be double edged but the back is for show, unsharpened) and I provide all the printed information from those web sites to point out how and why I thought it was legal, now what do you do?
Normally I wouldn’t be this paranoid but I don’t want to loose a $100 knife and as a gun collector the last thing I want is a weapons charge.

Not sure about PA...but posession of a butterfly knife alone in NY, any size is illegal and a misdemeanor. There is a blade length law here in NY for all knives....they must be less than 4".

Hell, everybody has one of those in NYC. They hand them out at the city limit signs.
