The stripes on the shoulder of the NYPD dress blues. I had always assumed they represent rank, like the military, but someone recently told me they think the stripes represent years on the job.
The stripes on the shoulder represent the rank of sergeant. The stripes on the wrist area of the long sleeve shirts represent years on the job, five years for every stripe.

Ours is similar but 2 yrs for every stripe and a star for 10 yrs.

Around here I believe the shoulder it represents their rank.
I know officers have no stripes and Sgt's have 3.
