I am LE in Ky , 'patrolman' , and yes .....you will be arrested and prosecuted for 'possesion of a police radio' in your car .......unless, you are LE ,or a member of the regional goverment , or entity thereof...........or , are given permission by the state legislator. Your testimony of the mere possesion of a 'crown vic' and its ability to contain a 'police radio' tends to make me 'question' YOUR reasons' to posses said radio. (insert problems with my 'grammar ' here..........8 hours plus 4 hours of overtime).

I can understand the codified sections, but since when does a
    a scanner transmit radio signals?

I really just can't find a reason to put recievers into the radio category and I personally think they should be different. Many things can recieve a radio signal, and not be a 'scanner' or 'police radio'. Look at this for an example, if the definition of a radio is what's used in the code section then wouldn't that mean having a AM/FM 'music radio' would be illegal to?

negative, ngc ..........as per KRS , if the radio recieves 'police transmissions' , it is deemed illegal by law. However, in a 'house hold' it is legal( in a vehicle , it is not).

ok, ok. Is that meaning specific frequencies, or any frequency your state/local police transmits on.

(I'm not debating anything to set that outa some other's minds. I'm just curious to know )

well to clear that up I mean, is if police officially or otherwise started using GMRS or FRS frequencies for a certain situation, would that count (as any FRS or GMRS can pick up those used frequencies)

Are you saying that it must be able to 'transmit radio signals' in order to be a radio?

That Kenwood in the dash of your Accord doesn't 'transmit radio signals', but it's a radio.

um k, ngc, i will clarify. If 'one' has an electronic device in their 'vehicle' that will 'recieve' signals(visa ve, the 'local' police channel) IT is ILLEGAL.
The local 'radio shack' will sell you a hand held scanner that is programmable, and , if you have said 'scanner', and IT will recieve the 'local PD's' transmissions, YOU are in violation .........and will be prosecuted therein.

now now be nice to the bluegrass boy. Yes in Ky it is a misdameanor to have a scanner in your car w/o a permit from KSP or a Hamm Radio Operators license. Why do you want a scanner in a old police car anyway????????????? I hope to hell its not to make people think your a cop. or is it?
