(a) When the vehicle is making or about to make a left turn.
A car can overtake and pass another vehical on the right...when cond. permit in safety.
When the above is true why did I get a ticket when
1 The car that was turning left changed there mind and turned right and into and accross my path towards a parking lot.
2 She did not signal
3 Look before turning.

(2) No vehicle shall change course untill determined that veicle is not being approched or passed by any other vehicle in the direction the driver desires to move and done with safety and without interfering with vehicle approaching.
The Statutes are shortend and not all there.
You received a ticket because the evidence did not support your version of the events.
