    Procedure questions about suicide investigation

    I'm a mystery writer and have a couple procedure questions I hope someone can answer.

    My protagonist is not a cop but works closely with them and has friends on the force. I want to get the procedure part correct.

    A girl apparently commits suicide by drowning in the Bay at Monterey, California. It's part of a National Marine Sanctuary and is therefore subject to Federal Rules and Regulations as administered by NOAA. (National Oceanic and Atmospheric Administration)

    Question 1.) I'm assuming the local police would end up investigating this suicide - Right or Wrong?

    She supposedly lived in Berkeley - 90 some miles from where she died. She had no personal information on her.

    Question 2.) Who would end up going to her apartment to talk to possible roommates, look for addresses of family/friends/etc. - A Monterey investigator or would the Monterey PD call Berkeley and ask them to check out her apartment?

    local police having jurisdiction would handle it.

    they'd call the agency where she lived.

    I have never thought about this kind of scenario, but I think it would depend on where the body was found and who found it.
    1. on a state beach
    2. city beach
    3. county beach
    4. in the water
    5. if in the water how far off the coast
    6. did a privet person find the body and bring it to local marina?
