Who should I contact if I feel like I'm being harassed by a neighbor and the rental agency ignores my requests to step in? Basically what agency regulates complaints tenants may have against their apartment complex for ignoring harassment? Anyone know? Thanks in advance!

If the harassment amounts to a crime, the police can be involved. Rental agencies have no police powers and are typically only good at taking your rent money. Your complaint against your landlord may be covered in your lease, drag it out and read it. Any further level of action against the rental agency is going to be tenous unless the harassment is aggravated and than you are back to calling the police anyway.
