    Off-duty

There was an agressive driver swerving through traffic at reckless speeds. A second vehicle pulled up to the side of it and showed a badge out the window, demanding the offender pull over to the side of the road. Are off-duty police officers allowed to do this? Do they carry their ticket books and other required stuff with them in their car while off-duty?

I wouldnt have pulled over. I would have called 911 and reported a police impersonator. I prolly would have flipped him off to just for good measure.

I kinda did this one time but all I did is tell them I was a cop, held my uniform shirt out of the window so they could see it and told them that the local PD would be in touch as I already had their tag number. ( I was on my way to work and had NO authority to conduct a traffic stop while off duty for traffic offenses)

i'm not sure if i would say they are allowed to do it (depends on the department policy), and they may carry there required "stuff" with them if they have to share cars with others and have to tote it from one car to the next. i wouldnt recommend pulling somone over in your pov though,.
I do what I can do when I can do it.

in new jersey they can do it. those off duty officers that choose to do it, usually just get the tag number and send the driver a ticket in the mail

The department I worked for has a policy against taking off duty action for traffic infractions.

If I remember my California PC's correctly, I believe in CA you have to be identifiable as a LEO prior to any traffic related contacts. Who would do such a thing anyway unless it was blatantly a case of life endangerment (i.e. dui, exceeding/racing speeds). Even then I would follow and 911 vice cite/warn myself.

Oregon only requires a badge be displayed when making a traffic stop.

That being said, contact with citizens off-duty can be considered officious and is discouraged by my department. It is also considered dangerous to make a traffic stop when not wearing a vest and a duty belt.

We reserve off-duty intervention when life and property are in great danger, and even then, we may only stand by as a witness unless a life is in danger.

Our troopers do this when they are off-duty quite a bit. They'll call and advise us of what they are doing, and request uniformed patrol car to catch up to them. Most of the time, they will wait for the patrol car to pull 'em over, but if the guy is going to get lost in the shuffle, they will stop him.
