Camera equipment can be set up a lot of ways, but I am willing to bet that normal, general operation is camera rolling when lights activated for a heck of a lot of cops, if not most.
Should such a statement be a cause for a slam fest?
Our cameras do not come on with the emergency lights, they must be activated manually. Also, the cameras rotate so they are not only good for watching a traffic stop, but when conducting a transport you can turn it to face the prisoner so any alleged officer misconduct will be on the tape.

Around here (SC) we use all the audio in court and other civil hearings.
As with the others, our units have a manual switch you can turn on at any time in the car, the emergency lights turning on activates it, and the mic pack switch will activate it. So all in all, I guess we have 3 ways to activate the recorder.
