I am presently assisting Thomas Sullivan, former U.S. Attorney, on a forthcoming article he his writing entitled, "The Benefits to Police and Prosecutors from Electronic Recording of Custodial Questioning." Part of my assignment is to double-check and supplement the research of fellow associates who have attempted to contact individual police departments throughout the world to locate departments that employ custodial electronic recording and gather their experiences in that regard
The article was born from Gov. Ryan's Commission on Capital Punishment's recommendation on the topic (Tom Co-Chaired the Commission with the late Illinois Sen. Simon). The majority of the article exists as a survey of law enforcement agencies who record interrogations and their relayed experiences (to date all positive). Tom feels his angle is unique b/c the approach here is not anti-law enforcement or focused solely on suspects' rights, rather as the title indicates the benefits to law enforcement from recording entire interrogations.
