The idea of deciding on giving the ticket before contact is so officers avoid "Contempt of cop" cites. If in your mind, you think "This is a minor offense, I will likely warn him" then you get up there and the offender is being an ***, you will likely write the ticket for attitude, rather than the offense.

I agree with that myself, which is why I always go in thinking I am gonna write a ticket, and if the offender shows me otherwise, I can always downgrade to a warning or repair order.
