Im really glad your all acting like this. I just needed more information and you all, cops, professional people are rude from the first comment. Its great to know there are cops who act like this towards people who just want to have bright future.

That and using the phone. Everyone and their dog has a cell phone, but no one knows how to make a phone call to the people who would know (e.g. Long Beach PD). Especially now that nearly every cell phone plan has free long distance.

It's easier to sit in your mom's basement and ask a specific question like that to a bunch of anonymous people.

Samuel was absolutely right. Asking a general question is one thing, but something that specific should be directed to the proper source. If you can't figure out how to do that, look at some other line of work.
