Maybe. Maybe not.

Every state has a very specialized agency for investigating suspected child neglect and abuse. They're professionals who can investigate an entire situation, determine what has or has not occurred, and provide multitudes of services to the child and family.

If you suspect there's a possible neglect or abuse situation, you're morally obligated to report it to the appropriate agency. In some situations, you may be required by law to make the report.
