TASERs cost hundreds of dollars, and for civilians, IMO, pepper spray is better.
To answer your first question, small, commercially available pepper spray sold for personal protection is not regulated by the state. TASERs are not regulated.

Tazers are EXPENSIVE and if you miss.....you dont get a 2nd chance.
Pepper spray is CHEAP and is a LOT easier to hit your target.
If I had the choice , pepper foam would be it. Not just the " spray".
