CRIME SCENE
1) Don't die... or even get hurt, if possible
2) Render aid if applicable
3) If scene is big enough to warrant techs/dets, tape off and don't touch unless rule 3 conflicts with rule 1 or 2.

ARRESTING SOMEONE
1) Wear hat
2) Gauge and double-lock
3) Search
4) What time the best food joint closes so you can get some to eat while you do the paperwork

THE MOST CRUCIAL, NUMBER ONE THING.....MAKE SURE YOUR WEARING YOUR HAT! If you leave your hat in the car while on scene the case gets tossed!!!!
