Depends on the state. In Oregon, expunged is gone and the court order states you can say you were never arrested. The whole idea is to give a second chance. Other states only seal the conviction. If you have one, you should read the court order or talk to an attorney to see what it entails where you are.

While we destroy arrest files on expunged persons , we do not get rid of the report. Such info is not open to the public but another LE agency can get it

Here, the court orders that we only keep the report if there are other people involved. For example, if it's an arrest for possession of drugs and no one else is arrested, the report itself is destroyed. If not, the name of the person who's record is expunged is blacked out on all reports. There is no paper nor computer record at all, anywhere that you were arrested.
