Does the police have to serve notice of an arrest warrant before they enter the home?

I probably confused my terms there. I meant do they have to yell out that they have a warrant or can they just enter?

Unless a judge authorizes a "no-knock" warrant, yes, the serving of the warrant must be announced (usually with something to the effect of "Police with a search warrant, open the door!") prior to making entry. Specifics as to what would allow for a no-knock warrant are probably best not posted on a public forum, but suffice to say if it's a high-risk location/crime then the judge may authorize it.
