I'm going to go out on a limb and say this is either cartel violence or unaffiliated robber gangs that pray on illegal aliens in the desert. Either way, the violence is still escalating.
KTAR.com - Second man found shot in Pinal County drug corridor (http://ktar.com/category/local-news-articles/20110414/Man-shot-in-drug-corridor-south-of-Phoenix/)
One man wounded, fled and called 911 at 2:15 am. Another body found in the area. Shooters and other victims are missing.
Update:
The illegals that were attacked were drug mules bringing in marijuana. They are characterizing the shooters as a possibly cartel affiliated 'rip crew' that steals drugs and money from mules and illegal immigrants.
Also, the wounded man did not call 911. He called his daughter. His daughter called 911 after learning he'd been shot.

Janet said it is safer than it has ever been and that we have been exaggerating about how dangerous it is out here.
Do we believe Nappy, or do we believe the boots on the ground?

They point to arrests being down. There's at least two reasons for arrests being down. Nappy want sus to believe that it's because borders are more secure. But I tend to believe its more like what happens to municipal agencies when they get overwhelmed by either an event or staffing shortage. Stay 10-8. No misdemeanor arrests or traffic stops. Be visible and have lots of presence. It usually means they are overwhelmed and hope that presence will deter more serious crimes. But it's kind of siilly to point to arrests as the metric of crime if that's the enforcement strategy. And there's more than a few reports that BP agents have been told to keep presence and try to force border crossers back instead of arresting and processing them.
Cartels have brough beheadings here. They shot an officer on the freeway last week which is very brazen. Now they had a gun battle between rival cartel factions in the desert. These all seem like escalations to me. They apparently have enough manpower here to carry out these high-risk operations. That tells me they don't fear losing those assets which means there are a lot more out there or they have no problem bringing more in. None of it jives with "safer than ever" Nappy talk. Not sure why this isn't obvious to the press that seem to ignore it as an escalation and view it more as an isolated sideshow instead of an organized escalation of influence and money. Heck, they have editorials that they are passing off as "investigative" and "fact check" that are so far removed from reality I don't even know where to start.
As an anecdote, Astronomy clubs used to go to Vekol Rd. in the Vekol valley because its very dark. They don't go there anymore. It's not safe despite Nappy saying it is.
