Which agency handles consent decrees? I would guess that there is one agency that investigates to see if one is warranted and then the Justice Dept. takes over to get the proper court paperwork.
Anyone familiar with this?

I believe it's all done by the FBI. I know they do all the investigations, I assume the Justice Department gets the decree and assigns it to them.

Thanks, it was just something I always wondered about. You see articles about how one dept. or another are under a decree. I just wondered how they gathered the evidence to make a case that is strong enough to require that kind of federal governmental intervention. (Can you tell I'm studying Federalism in Con Law, right now?)
I would certainly hope that there is a high threshold of proof before one can be issued.

I think some are a bit politically motivated. I suspect that if someone accuses a department of civil rights violations, they are quicker to get one laid on them. That's why LAPD got one.
Many get one only because they haven't hired enough women and minorities. I believe Pittsburgh is one.

How dare they hire based on qualifications rather than gender/race.
