say a vehicle was impounded and the police officer writting up the report is not done with the report and is in in for several days there after and has not released the vehicle but you go into the police station and the desk officier releases the vehicle to you will the police officer writting up the report be angry at you and will you be in any trouble for the police deptartment releaseing the vehicle to you

No, if you received clearance from the Department to retrieve the vehicle, you did nothing wrong.
The officer could be mad at the desk guy for improperly releasing it, or mad at himself for not making the hold on the car as clear as he maybe should have, but he can't take any action against you (for that). You did it exactly what you were supposed to do.

thank you as I was un sure because the police officer said the vehicle would not be released until his report was done and he need to speak to another party(the other party borrowed a friends car got into an accident not with any other vehicle the rear tire blew out and the other party left the vehicle with flashers on to go get help police picked up vehicle and imounded it and could not get in touch with other party but had gotten in touch with owner of vehicle reg and lic and everything clean on owners part but still needed to talk to other party that borrowed the vehicle)
(Story in short)and a day went bye with no response back from the police officer so the person being owner of vehicle decided to go into the station and ask for the release and was asked if there were any tickets issued and the answer was no at the time but the report is not finalized and police officer still need to speak to the person that was driving the car did not want vehicle released until he spoke to the driver.
If I impound a car and don't want it to be released , it is my job to CLEARLY mark on the impound sheet...DO NOT RELEASE !!!! without permission from Officer ___________

We have to put a formal hold on a vehicle before it can't be released and there has to be some justification for it. Not finishing a report in a timely fashion is not one.
