NOAA guys are under heavy/bad press and being wathced like a hawk by Congress right now. Some study (GAO or IG) decided there are too many of them and not enough work, or too many and not enough results. They state their duties are being duplicated by the 1811's and blah, blah blah. Until the issues are resolved, it is a big ego mess with morale at an all time low with rumors their numbers will be cut in half this fiscal year. Do some net research and you will find it all.

I know..I've been reading all about it. I'm just looking at getting work that is more stable as far as schedule and closer to home since I applied for the NJ position. Any idea if they will waive the basic portion of the academy for current federal leo's?

Alright, I want to tell some rumors I hear directly about this job from asking around because I was considering applying, after doing some investigation...I would PASS!
First of all the Enforcement Officer position in not 6c retirement covered, but the NOAA agents are 6c covered....which doesn't make sense (this should be the first red flag of bad job). All other sister agencies, NPS, USFS, USFWS, BLM all have 6c for their agents and officers. For this job you have to attend the Land Management Police(LMPT) Academy at FLETC, no other federal, state or local academies are accepted or waived......period, that goes for all NPS, USFS, USFWS and BLM jobs, I have heard of some people getting waivers if they had Criminal Investigation Training Program(CITP), but usually your sent back for LMPT.
Off duties powers are same as any other federal law enforcement officer as defined under crime of violence under 18 USC 16. I don't believe any of the Land Management Agencies have any restrictive policies such as not carrying off duty, etc. Remember a USFWS Officer was aboard flight 93 on 09.11.2001.
Depending on your region, take the east coast, your major duties are going to consist of commercial fishing enforcement, basically inspecting seafood dealers and shipments and commercial fishing boats. If your out in the west you have the Pacific Salmon as an endangered specie, marine mammals and some small fishing towns.
Check out their LE website.... Office of Law Enforcement. Every once in awhile a marine mammal case occurs, such as part smuggled or killing of one. Don't plan on enforcing Title 21 or any other crime that you may run into, you will be expected to push it to another agency.
The currently political situation is very poor... the agency overall is barely making any cases and does not want to officers to make "waves" from what I hear (pun intended), however some of the cases under the press releases seem very interesting. As Agents retire they are replacing them with Enforcement Officers. No Agents were ever fired, moved or force out to my knowledge from the OIG investigation. Reading the OIG investigation online does sounds like they recommended NOAA to have a larger uniform force.
Don't take this job if you plan on issuing any citations or making any arrests. Expect to only write a ticket to someone AFTER your first wrote him a warning for the same violation, and only after you ask a supervisor prior to issuing the violation.
I can only imagine that checking boats and crew members that you deal with can be less than "outstanding citizens", since its quite the dirty job. Also remember that fishing along with any other fishing or hunting has habitual poachers. Sounds like enforcement officers are their to gain "voluntary compliance" by presence in uniform...basically what the states were doing under their Memorandum of Understanding. Also sounds like Agents will be the only ones making real cases. One of the other things I noticed was you could put input on "enforcement priorities" on their website...at least until January 9th.....maybe I am wrong but I thought the Agency should know what their mission and enforcement priorities should be? Sounds like another red-flag to me.
There was just an article in the Gloucester Times a few days ago....so nothing has settled down yet. Sounds like there are no attorneys assigned to NOAA in the northeast.
Asking around it sounds like outside Alaska, NOAA has very little equipment for NOAA Enforcement Officers. In Alaska NOAA officers do have radios, shotguns and some boats, but even there equipment is limited. NOAA still has a majority of the States with a MOU or I believe it is called the Joint Enforcement Agreement(JEA), I think they have had this program since the 1990s....basically from what I read on the web from other Game Warden agencies...NOAA deputies all game wardens to enforce NOAA regulations and NOAA gives them money to fund their programs. Sounds like they get re-imbursed for operations relating to federal laws. Sounds like the States were NOAAs uniforms force in the past....which makes a lot of sense. Never the less, don't expect the states to be happy that new uniforms are showing up at the docks with the NOAA badge on their shirts instead of giving that extra money to hire within their own agency.
For those of you who have worked other federal police or land management law enforcement jobs, NOAA does not have long guns(outside Alaska), radios, tasers, no access to NCIC, and overall equipment is sounds like a disgrace compared to NPS, BLM, USFS and USFWS. They have AUO, but don't be surprised if it is taken away or clamped down on, since it can be taken away administratively and isn't protected in law like LEAP or law enforcement availability pay.
Your not allowed to make any traffic stops and you are required to notify your supervisor if you activate your red and blue lights, they have no sirens in any of the vehicles. They also have a policy that states you must work your 8 hour day between 6a-6pm, unless given supervisor approval, sounds like to save on federal night differential and Sunday premium.
There is very little being done about gaining equipment as they gain more officers. I recently heard that the agency doesn't have enough vehicles for new hires.....
To sum it up, the job has the potential to be a very fun job, basically 100% game warden, but sounds like some of the political no-good that came from Gloucester and New Bedford (huge fishing towns) this is not a job for an experienced officer. If this would be your first law enforcement job I would say take it and gain the experience and see if the job is for you.....but if your in NPS, USFWS, BLM, USFS stay within those agencies because they have a developed officer program with officer safety concerns addressed.
