I have this theory.
Offer every 12 year old $10,000 to be "fixed". The goofballs will take it, spend it on drugs and Lord knows what. The smart ones, the ones we need to breed will have more sense than that.
There can be an escape clause, if the fixed ones can come up with $10,000 cash to refund the money, it can be reversed. The ones we don't want reproducing will never be able to do that.

I have this theory.
A theory I give credence to;
The downward spiral of our country started with WWII when the best of the best were going to theater and laying down their lives while the undesirables were staying here dropping seed. We saw our first latchkey kids and families went mobile stretching moral fabric to its limits. The Axis caused a tsunami we are still drowning in today.
