My friend has a suspended license that stems back from some tolls that were ran. The he other problem is that his tags are expired.
In order to re-instate his license he was in the process of completing community serivce but then stopped due to some work restrictions.
The question is at this point it has been a year....what does he need to do in order to resolve this entire situation? Just finish the community service?

call the court that ordered the community service. if he didn't finish, he might have a warrant out for his arrest

Likely there was a time limit to completing community service. If it has been a year, your friend should call the court that they were sentenced in and ask for instructions.

^^^^^^^^ the above and your local DL office. The court could of forwarded their paperwork suspending his/her license!

If he failed to complete court ordered community service, his license most likely has an additional suspension on it for that. He needs to go to a DHSMV driver's license office and see what he needs to do to get a D6 (suspension) clearance. It may be more community service or it may be fines. They're going to know more about that than the court will, although they may tell him that he has to go back to court.
