How do we know he wasn't a real census taker who uses his job to case neighborhoods? I don't think the census is very particular about who they hire.

Census is needed for serveral reasons one of them being seats in congress a state gets. Its a job someone has to do it.

Prints taken,etc. As I have a family member doing what people couldn't be bothered or were too lazy to do initially.
The "savy" crooks are "casing" in other ways. I wish people would look beyond the surface with some other "seemingly innocent" people that may approach your home. Logically the cenus would not be the route taken, compare that with a permit or verbal consent from that municipal PD to routes, restricted hours, the list goes on.
