My friend owns a VW Jetta and wants me to make a Euro licences plate holder to mount behind
the head rests in the back of the car so that it can be seen from the rear window.
Is it legal to display this plate? its not a real plate it is just a euro plate that has VWJETTA on it or
something like that, just for the "euro tuner" look. Of coarse his registered PA plate will be
mounted it its normal place.

That would not be illegal in Missouri.
I'm sure someone from PA will be along shortly to tell you for sure.

It's an odd thing to want to do IMO but I can't think of any law that it would violate...
