It is not a common occurrence that cuffs get broken. They are more often bypassed via the locking mechanism.

THAT is why I like duct tape... MacGuyver taught me that!

If it is an actual concern, two pairs of hinged handcuffs can be placed on a person. If someone were strong enough to break them while they are double cuffed, you have a real problem on your hands.
