The ID part is by 2 of the 3 pay grades. The other says rating "79" wtf does that mean?

The first e-mail is stating the Human Resources Re has finally got to the job questionnaire you filled out, did a quick look and decided it looks like you answered every question and provided all information required, thus your application will be passed on to the HR official who grades/scores/ranks them.

The second e-mail means they graded/scored/ranked you. It states the eligibility list is valid until July 2010. It states you indicated will take part-time or full time employment, willing to travel for the position and did not claim Veterans status.

You were found eligible for GS-5 position, with a score of 79. (Think of this like a written test grade, out of 100. Anybody who scored higher will be vetted before you.)

You were found ineligible for the GS-9 position due to a lack of education or experience.
