Why do you think a cop WOULDN'T be able to do that?

Sure can , as long as the trooper operated the radar , the local officer can write a cite on information received. I can write a ticket if you tell me you saw Joe Blow run a stop sign.

It is legal however if neither the trooper nor the borough officer were wearing hats it'll get tossed.

Now that I looked more into the hat defense, the trooper actually didn't need to have his hat on, just as long as the borough officer that pulled you over did.

I thought it was as long as there was at least ONE officer involved in the chain of events who was wearing his/her hat, it's all good...

No sir, I believe the officer issuing the citation is the one who must have his hat on.
