What is god's name would it take for Michigan to raise up again?
I really don't see it. I mean Granholm is releasing 2000 prisoners, we do not have enough P.O's or LEO's to control the criminals we do have. Does Michigan even have an industry anymore? Can places like Detroit, Flint or Saginaw ever recover again? I haven't been around for too long, but it really seems like the place is rotting. I do not see a light at the end of the tunnel, as much as I'd like to.
So what would it take?

A whole new political landscape would be my first suggestion. A huge tax break along with cutting the excessive regulation on MI's manufacturing would be a huge shot in the arm for that state.

Flrida aint far behind in terms of State Government. It's a pure ****hole down here. The state passed a classroom size law not long ago, setting in stone how many kids can be in a class. Then they do the property tax cut law which was voted in by voters.
Now the state is cutting budgets across the board.
A neighboring county is loosing around $190 million out of their education budget. They are going to close several schools and lay off several hundred teachers. Law Enforcement is seeing similar results.
We're thinking of moving.
