I have recently applied to both counties and both have contacted me with the same PAT/Written test dates.
I now have to choose one over the other, I am leaning toward Chesterfield since my 2 brothers and their families reside there.
Does anyone have any input or insight to the process for either Counties (test, oral board, BI and etc)

You should apply to both, call the recruiting office of your second choice and ask to reschedule or if they could offer a different test date. Especially if you live out of town and are a strong candidate then they might be able to help.
Be up front and explain that you are applying to both and that you are already committed to testing at the other county. Don't put all your eggs in one basket. Dont no-show at one of these tests without providing a written explanation in advance - you could burn future chances.
As far as the differences between departments - they are really similar and both are quality agencies - to help you decide look at pay (not just starting pay but the long term), uniforms (chesterfield is green!), opportunities to specialize, training, etc. Morale is always important but varies among platoons and groups - it is hard to gauge as an outsider.
