Is your department just looking for sworn transfers, or are you also hiring recruits?

We can only hire transfers at this point we are taking noobies but the department prefers transfers, we cant afford to send too many people to the academy at one time. The civil service test may be given again this decembr if the rumors are true. If I hear more about that I will post.
