I'm wondering is it common to find a lot of guards and reserves that work in LE, and how difficult is it to already be in LE and then join the guards/reserves. I would think it would be difficult to get the time off necessary to finish basic and whatever additional training is needed

Federal law forces your employer to allow time off for military training.

I did 8 years active, then transitioned to the USMS. I continue my military service in the Marine Corps Reserves. The key is finding a good balance in order to manage both careers successfully. The Reserve salary and three weeks of paid military leave each FY is nice. Although there are a large number of former military personnel in FLE, from my perspective, it seems to be a relatively small population who remain in the Guard or Reserves.
