failing to maintain a single lane, no signal, tailgating, loitering, jaywalking, failing to yield to oncoming traffic, improper use of horn, and im sure theyre had to be a couple fail to stop and render aid/hit and runs in there.

I didn't see any vio's. Looks like the one guy just fell of of his bike. Other than that , if there are no traffic rules , what possible violations could there be ?
The rule of the road seems to be whoever is on a particular piece of the road at that given time has all rights to being there. The only exception to that is when size comes into play, then he who is the biggest , wins.
