I was driving in right freeway lane,
Emergency vehicle was coming from the left lane,
I pooled to the right and then stopped on the shoulder.
After emergency vehicle passed I realized this lane is Exit lane,
and I have about 50 yards to get back on freeway, I did it as soon as possible
When I got back onto freeway I was pooled over by police officer
because I touched solid exit line.
Police officer didn’t want to hear me, he already had 1 car for issuing ticket
and he stopped one more right after me because the same violation.

Any special rules for coming back on freeway after letting emergency car go?
Is it right to stop another car while issuing ticket to another?
(If 3rd car will drive away without stopping, will police officer chase him with my driver license???)

The reason you say you violated the law does not excuse you from obeying the law.

1. When returning into the flow of traffic, you must use a signal and yield to oncoming traffic.

2. I've seen Troopers stop as many as 5 people at a time. Its hard to do, but it is legal.

3. Probably, or maybe, depending on the circumstances.

I will rephrase question -
May I (should I) to cross solid white line on my right in order to get on the shoulder, in order to free the road for Emergency vehicle?
If I have to do this, may I come back on freeway the same way (cross it back)?
Or it will still be considered as my personal inappropriate behavior, violation of the law and I have to pay money???

A white solid line means that you can parallel it but not cross it. Enforcement varies by state. If you are next to me and we are spearated by a white line, I shoildn't have to worry about you coming into my lane.

What you describe is self-justification. Since you did something ( whether voluntarily or not) , you still placed yourself in a position from which you could not legally recover your lane. Your logic is that since you yielded to an EV , you should be allowed to violate the law to regain your lane. What difference ( as far as safety is concerned ) is there between you and your self justification and the person who mistakenly starts to exit and than changees their mind ? ( and tries to get back on the highway ).

Its like people who miss their exit so they BACK UP along the shoulder to get off ! " But officer , if I didn't back up , I would have to go all of the way to the next exit !!"
