I'm in need of a tactical vest and i'm being quite picky. I've looked at Galls, Blackhawk, and all over eBay but no dice.
I need a black vest that will hold at least three (preferably four) 9MM mags and six M-16 magazines. It would also need to have a gas mask pouch and MOLLE system on the rear. A hydration pouch, velcro ID panel, and 40MM mag pouch would be a plus.
I have a drop leg so i'd like to avoid the cross draw holster if possible.

Just buy a molle carrier and set it up the way you want. Look at the CIRAS, for example. I have it and it is AWESOME! You make it the way you want... buy the pouches, accessories that you ened, etc... and set it up your way.

I went through the same thing. Finally settled on the Point Blank Tac Ops vest. Their web site is pretty good...just google "Point Blank body armor". Some of the reasons I went with the Tac Ops are as follows.
*The Molle system does not have snaps. There was some concern of a bullet ricchochet with the snaps. In addition, the velcro is noisy.
* The vest opens in the front. Our medics strongly preferred this type of vest in the event they need to get at us. The higher level vests are a ***** to cut through.
* The pistol mag and subgun mag pouches can be moved around on the molle system but they are very secure in place. My pistol pouch holds four, my subgun pouch holds four. I'm sure you get a larger size for the subgun or a second pouch..
*There is a pouch for a hydration system in the back.
*The 40mm pouch should not be a problem. They have a lot of different accessories including velcro ID patches.
*The groin and shoulder protectors are removable.
The only down side to this vest is the collar when I'm shooting the rifle prone. It hits the back of my helmet. It does seem to be getting better as I break it in.

For this, the CIRAS is really hard to beat. A pull of 1 of the 2 handles and the fest falls off of you! :)
Also... my molle has no velcro... and if you take a bullet on a snap, the splatter from a little brass snap will be the elast of your concerns. LOL

BIG is trying to find a different outer carrier for my ballistic vest. The one BIG was issued, could use a little improvement. Any suggestions for reasonably priced, comfortable, yet tactically sound outer carriers? BIG has done the search, but maybe it's his choice of words, not a lot of options have been made available.

As stylish a fella as BIG is, this baby will be used strictly for looking stylish during a raid, instead of stylish for walking the streets or hitting the club.

Well, as we can't wear external carriers anymore I could find you one of those stylish ones we used to have that look like a quilted winder vest!! :D

Even though the website is mainly paintball stuff, http://www.rap4.com has alot of vest and "tactical" paintball holsters, etc...
The site is mainly for RAP (Real Action Paintball) but those markers/guns use the same size mags as the real ARs and MP5s, so you may just luck out with what you're looking for.

Actually... I do have an external carrier, it's a tactical carrier with the pouches and all... what size would you need. The one I have isn't customize-able, meaning the pouches are where they are and, unlike the Molle type systems can't be moved around but it's like new because we can't wear them so I basically just had it in my car in case something hit the fan when I was off I could grab it for ballistic protection as well as identification (it has velcro for the placards.. POLICE, etc).

Quilted winter vest? Do elaborate?
It has to be able to hold a radio, baton, extra magazines, and either have with it or allow the placement of placards that say POLICE. As we all know, that visibility is important.

That's what BIG is talking Chewy, you the man. Does it have the CUSTOMS placards or POLICE? Not that it matters, my agency does have CUSTOMS in it's name.

I have one laying around from my old employment at a Nucear Plant that meets most of your needs. It is not an exterior carrier though, just a nylon webed tac vest. Will hold 6 AR-15 30 round mags, 3 15 round 9mm mags, has a cuff pouch and it has nylon straps on the bottom with 'push to snap' fastners for pistol belt attachment. It is front zip and the front is double layered with zippers so you have storage inside the front panels. I'll try to locate it and get some pics if you like.
