Where can I get this specific mount? I noticed places sell the low-profile mount, but nobody has this specific model #

I want mine to face the rear, mounted to the headliner like shown in the photo. However that dosen't look like an 03' CVPI in the picture.

Any help thanks!!

Nah thats the low-profile headliner bracket. Theres one made specifically for 03-04 crown victorias which is shown in the picture I posted.

According to Whelen you can. They have reginal sales reps. This is the one that handles TX as well as other states (according to the whelen website)
