I wonder how many new measures will be put into place by Mr Blair before he realises none of them work.
New measures to tackle young hooligans have been announced by Prime Minister Tony Blair.
Mr Blair promised a major new drive to extend the use of orders forcing parents to control their children.
The Prime Minister said more agencies would be allowed to apply for the parenting contracts and orders. The orders can specify particular ways in which parents are required to exercise control over their children.
In his first speech since returning from holiday, Mr Blair said victims, not criminals, must be put at the centre of the justice system.
Speaking in Watford, Mr Blair said: "New laws can't do it all. But they can signal a new approach and a new determination on the part of the majority that it is time to reassert ourselves."
Mr Blair said that could only happen if the culture of the criminal justice system was changed.
He said at the heart of the current system was an attitude to protect the accused.
"I think the first question should be 'how do we protect the majority from the dangerous and irresponsible minority?'," he said.
Mr Blair said he was determined to send "a series of signals" across the system that things would change.
