So I passed rialtos pd oral board...ranked #14...last I heard they needed around 16 police officers...but not so sure if I would even get a BI .... I hope I do...what do you guys think? I mean I have heard people being ranked in the top 5 and not even get considered...anyhow I guess my question is how likely is it to get picked up being ranked #14.

You need to buy one of those magic 8 balls.
I'm not a LEO so maybe I'm missing something but your asking a question that probably couldn't even be answered by the officers attending your oral board. In the end it's still just a yes or no answer so if they come back with an answer of "very likely" and the Rialto PD says "no" - what then? If LEO's here come back with "0% chance" are you going to withdraw?
That said, how would you like your answer? Percentage or odds or verbal?

Depends on the city's fiscal standing. Hiring 16 officers takes a big chunk of change.
There'll always be someone who found another job, got tired of waiting, flunked the BK or psych, etc.
So, without knowing all the variables involved in that city, including upcoming elections, I'd encourage you to stick around.
