Hi All,

Preface: I did search and while there are plenty of previous posts dealing with neighbor complaints, I did not find one that matched closely to my problem.

I live directly across the street from a rental house (we own ours) where there are, I believe, two adults and an unknown number of early 20 somethings. Honestly, I have no idea who actually lives there. There are different cars there every day. There is only one car that is there consistently, but there are at least 5 cars there a night. Some are there for a few days, some are there only one day. They park in the lawn - against ordinance, or on the street - no parking after 2 a.m. but for some reason they never get tickets.

So, these "wonderful" neighbors are very loud - apparently they do not work because they sleep/are quiet during the day and party almost every night. Their parties are very loud and annoying. They yell and scream and laugh out in the yard for the whole neighborhood to "enjoy". Even when they're inside their house screaming, I can hear it louder than my tv.

I am beginning to think they are also dealing drugs since some of their "friends" only spend 2-5 minutes inside during their "visits". I smoke cigarettes (I know...) and will go out and either sit in my car or sit on the front steps. One night a few weeks ago I actually witnessed one of the visitors speed through and rear-end another visitors car (occupied). The driver of the car that was hit jumps out and runs back to the other car. They discuss the accident - no damage. Then the guy says (no joke!) "It's ok, I deal drugs so I've got it covered. Don't worry about it". I found this to be interesting so I call and let the local PD know about the accident and the statement made by the victim. No one ever came.

Last night at about midnight a Mustang thought it would be entertaining to whip "donuts" in the middle of the cul de sac - on dry pavement. It woke all three of my children up. Not a happy mom. I thought about calling the PD, but by the time I got out of bed and got to the phone they were gone. The only description I had was a mustang. No color or description since it was dark out. The only reason I could tell it was a mustang was the tail lights. Not much to go on there.

They also must not have garbage pick up because the garage is half full of garbage bags/empty beer cases/fast food bags.. you get the idea. They bring their cans to the curb but they never get emptied, then they just throw it in the garage (what hasn't blown into the neighbors yards).

The garage door is broken - it must be off the track because it's slanted and only half down so you can see the bottom half of their mess.

Every window of the house has a broken screen. Some are hanging, some are layng in the lawn.

Their pitbull gets out every few weeks - I have 3 kids, 2 of them are 4 & 5. I worry they'll get bit. I did call animal control on it once, but he found it before they did. Lucky.

They mow the lawn about once a month.

We do call the city inspector when the grass is long and the garbage gets in our yard but I have a feeling he's sick of me and I feel bad for bugging him all the time.

Is there anything on a LE level that I could be doing to get rid of these people?

I've tried talking to the owner about them - one day I was sitting on the front steps when a girl came running out the front door screaming. The door slammed and another girl came running out screaming and the door slammed again. First girl went around to the back door and got in. The second girl came back to the front door and was banging to let her in. Then you hear glass breaking and a girl screaming from inside the house. THen first girl and guy come running out the front door. I look up just in time to see him shove her off the sidewalk onto the ground. I call 911. Older male comes out and is telling "Jake" to leave her alone and they all go back inside.

Cops come and as they're getting out of the car (luckily) there is a loud crash with a blood curdling scream, again. They break the door down and "Jake" goes to jail.

The owner of the house lives across the street on the other side and was in his garage when all of the police cars showed up. I walk over there and tell him what happened and that there are at least two broken items in his house. He said he doesn't care as long as they pay for it. Really?

I heard a rumor that the owner hasn't made a payment on that house in over a year which would explain why he doesn't care. I've also heard it can take 3 years to get foreclosed - I don't think I can live with them for another 2 years.

Sorry this is so long - just want you to get the whole picture. I really don't think I'm being too nit picky. I just have to think about my kids.

I know the first response is for me to move, but I'm upside down on the house and it's just not an option.

Oh, I don't want to forget about the bass from those visiting cars that drowns out my tv. Then to make sure I'm enjoying it for as long as possible, they let the car idle while they're inside "visiting" for 10 minutes.

Here is one possibility: you can make an appointment with the appropriate component of your local police department and tell them that you suspect that a house across from yours is being used as a location for dealing drugs. Detail what you have seen or heard which leads you to this conclusion. You might then say that you are therefore willing to let the local PD use your house for making covert observations of the suspicious location, including recording who is coming or going. If the police can build a case, there will be arrests, and the location will be shut down. Admittedly, this is rather heavy-duty involvement on your part -- but you did ask what can be done from a law-enforcement perspective, and this is one possibility. You may, however, prefer to pursue this civilly, and in that case you should consult a lawyer who is familiar with the public-nuisance laws in your area, and then institute proceedings in civil court, including seeking injunctions against the annoying behavior.

In addition to Muldoon's great advice, you could also contact your city's board who oversees property. Many of the things you mentioned are in violation of my city (where I reside) ordnance. My city acts very quickly to respond to these concerns and issues citations to the property owner / occupant. It got my neighbor (rental) to clean up their dump REAL quick.

Thanks Muldoon - I did forget to mention in my original post - I have a call in to a Sgt. about possibly starting a crime watch group. I plan on explaining why and getting his advice - is this the best route for what I want to accomplish.

There are other problem properties in the area but those are apartment buildings and I can't see them from my house. This is the only house that is a problem that I'm aware of.

Well, an officer returned my call and I detailed all of the problems with the property. Unfortunately his only advice (as I expected) was to talk to them and ask them not to do it anymore.

I honestly dont think that will do any good, only cause more problems as they've proven they're not mature.

Case in point: Tuesday afternoon my husband called the city inspector about the height of their lawn, it swayed in the wind. Hubby texts me to let me know he called. I get home from work and someone is mowing. A few hours later I come out to smoke and someone yells out the front window "mmmmmmmm can you smell that fresh cut grass? I love the smell of FRESH CUT GRASS". This happened two more times that night.

So, I'm not holding my breath that they will be able to have an adult conversation.

Officers response was to talk to the homeowner, which I already have and he point blank said he doesnt care.

The officer did say he would forward the information on to the guy who handles rental property. Im not even sure he can do anything, I hope so.

I just checked the tax records for the property and its still listed as homestead so.......?
