If the FBI suspected who the next victim of a serial killer would be, what actions would they take to keep her safe, especially if she refused to move from her home or quit working?
What would their options be?
Would they involve local police?

The FBI rarely involve the local police. There are no actions they can really take that the victim doesn't agree to. I doubt they would assign her a body guard or anything like that.
Also bear in mind also, the FBI doesn't work that many murders, even serial killers.
If someone refuses our help , we can't make them do otherwise.
We can take a witness into protective custody but we would have to have good reason to believe that they wont show for court and than we can lock them up on that reason.
