Quick question.
I'm barely getting started in this and don't know exactly where to start.
I want to join my local police department (West Covina PD.)
Now which police academy can I attend?
Will they accept me from the Los Angeles Police Academy?

Why don't you contact the West Covina PD and ask them, I'm sure they'd have more answers than most of us would.
